Dr. Lawrence Muganga, the Vice Chancellor of Victoria University, was arrested on September 2 by security personnel on suspicion of spying and illegally operating in the nation. He was released yesterday.
Muganga and his personal aide were apprehended in broad daylight inside the facility’s main building.
An amateur video posted to social media showed plain-clothes gunmen dragging Muganga into a drone, a van known for kidnapping government critics.
Muganga was accused of having a foreign passport and working illegally in Uganda by a joint security team from the Chieftaincy of Military Intelligence (CMI) and the Police Crime Intelligence Directorate.
However, social media critics speculated that the academic scholar was abducted because he is linked to Rwanda’s military intelligence service.
Muganga has served as a spokeswoman for a segment of the country’s community, and a photo of his national ID circulated on social media shortly after his detention.
Many Ugandans are members of the Banyarwanda ethnic group, who have lived freely in the country for decades, even before colonial borders were drawn.
