Despite the fact that open campaigns are set to end on Tuesday, Kigozi has notified Nakwede that the District Security Committee has decided to call off her final campaign event once Kyagulanyi is invited. Such directives, according to Nakwede, are in violation of the harmonized campaign program agreed upon with the Electoral Commission-EC and signed by all candidates.
She claims that allowing President Yoweri Museveni to canvass support for her NRM opponent while barring Kyagulanyi from doing the same for her is discriminatory. Nakwede’s final campaign rally is scheduled for Kayunga town council, while the NRM candidate will campaign in Kayonza sub county.
Museveni is set to visit Kayunga to rally support for NRM candidate Andrew Muwonge, as well as meet with local party leaders and the security committee ahead of the December 16 by-elections. The government, according to Nakwede, has planted spies in their camp and wherever they sit to devise terrible methods to fail them.
The RDC’s directive, according to Shamim Malende, a Kampala Woman Member of Parliament who was the special advocate for Nakwede on Sunday, is a show of cowardice and lack self-esteem. Whether Kyagulanyi campaigns in Kayunga or not, she observes, people have already embraced change.
Ssempala claims that they informed Nakwede early enough that Kyagulanyi would not be permitted to campaign on the final day, and that they encouraged her to invite him on another day, but she disregarded their advice.
“We actually decided that Kyagulanyi should only visit on days other than Sunday.” We don’t want him, even if it’s Monday and Tuesday, since he’ll be meeting with a variety of people,” Ssempala explained.
Interim LC V Chairperson of the Kayunga district, Joel Kayiira, has criticized the EC for standing mute while the security committee drafts new instructions that violate the harmonized campaign program.
According to Jenipher Komutungi, the Returning Officer for the Kayunga District Electoral Commission, they sent directions to all responsible parties and have not received any complaints.
