The government has delivered the National Budget Framework Paper to Parliament, suggesting that it plans to spend Shs 43 trillion in the coming fiscal year.

The framework paper was filed by State Minister for Finance Henry Musasizi, who stated that the new budget will prioritize infrastructure development, health, and the implementation of the Parish Development Model, which will see each parish get Shs 100 million.

The paper, according to the Leader of the Opposition, Mathias Mpuuga, is not linked with the fiscal charter, which is unconstitutional.

“The legislation is unambiguous,” he continued, “and the Charter must be considered and passed by the House before the House receives the Budget Framework paper.”

In the same session, Parliament approved a Shs 21.5 billion additional budget to assist the Church of Uganda in repaying some of its outstanding obligations.
