ISHA OTTO advise Kadaga on the speakership through his open letter to her

Greetings to all the Honorable Members of the 11th Parliament of Uganda! I wish to congratulate all of you upon making it through to the 11th Parliament of Uganda. Iam a citizen of Uganda and former Member of Parliament for Oyam County South in the 8th Parliament of Uganda,who also contested and lost in the rigged election of 2021.

Greetings to all the Honorable Members of the 11th Parliament of Uganda! I wish to congratulate all of you upon making it through to the 11th Parliament of Uganda. Iam a citizen of Uganda and former Member of Parliament for Oyam County South in the 8th Parliament of Uganda,who also contested and lost in the rigged election of 2021.

I joined Parliament at the tender age of 28, through a by- election held in 2007 after the demise of Dr.Y.Okullo Epak(RIP). My time in Parliament was short but worth it. By the time. I joined Parliament, Rt. Hon. Kiwanuka Ssekandi and Rt. Hon. Alitwala Kadaga were already elected as Speaker and Deputy Speaker, respectively.
Therefore, I never voted for neither Ssekandi nor Kadaga for Speakership and Deputy Speakership because I didn’t get that chance. Nonetheless I remained loyal and obedient to the elected Speaker and Deputy Speaker of Parliament of Uganda, at the time. Otherwise, No regrets, Ssekandi was an intelligent man with little time to waste on non-issues but indeed a typical sycophant of Mr. Museveni.
He feared Museveni the person and indeed the NRA bush war giants, where he at one point, expressed his fears, that, these fellows could even overthrew their own government. He was honest about his fate and future in the hands of these merciless men of the Luwero bush war. My Deputy Speaker, Rebecca Kadaga was brilliant, accommodative and never pretentious about situations that affects the ordinary person and stood firm to defend the institution of PARLIAMENT regardless of the divide.Just like any other human being , she also possessed some irritable characters but to a larger extend, she recognized that in our Parliament there were young legislators who needed space just like there were Opposition MPs who had the right to participate in the decision making of PARLIAMENT in any democracy. She worked for the young, women and above all the Opposition without bending the rules so obviously to suit the permanent greed of Mr. Museveni and his Junta’ NRA/M.This earned her a lot of respect and political mileage, to the extent, that, besides being unwavering Opposition, my allegiance to Kadaga was real. She was the Speaker of Parliament! No matter the party she belonged. Again I missed her charisma as full Speaker of the August House when I was maliciously thrown out by the UPC- Museveni of Obote’s son, Jimmy Akena. I am a nationalist who believes in the national democratic liberation of Uganda, it’s against this background that, I hate the chronic rule of the Musevenism.
I therefore would not support any NRM candidate for that position, I would support Hon. Ibrahim Ssemuju Nganda for Speakership, aware of his independence, knowledge and principled opposition to the regime. Nonetheless, I am aware that, my official candidate cannot win due to numerical strength of the NRM and the majority of unprincipled Opposition politicians of today.

It is therefore clear, that, in the meantime the position of the Speaker is a reserve for the NRA cadres, just like other arms of government are. Oulanyah is my kins brother of Lango decent but with Acholi orientation and upbringing, ordinarily if I was a tribalist like the Musevenists are, my candidate for Speakership would have been Oulanyah.
But that is not the point, the point is, who amongst these two devils can forget about witchcraft at some point and remember other citizens other than one who will glue on Museveni and NRA at the expense of other Ugandans. As the saying goes, it’s better to rely on the devil you are familiar with than the angel you are not fond off. Oulanyah behaves like an angel who has just disembarked from heaven with lots of flamboyancy and aura but Kadaga is the devil that has since gotten familiar to us.

No doubt all these three candidates; Kadaga, Oulanyah and Ssemuju are qualified to do the job of Speakership but the Rt. Hon. Kadaga outsmarts them all for now with her tested records of service, experience, national character and judgement with the ability and stamina to withstand the kicks of a dying horse and above all she cannot easily be intimidated by an NRM dominated PARLIAMENT and the State controlled by Museveni.
The bottom line ,is that ,if we were in a genuine democracy where neutrality, integrity and decency prevails in our politics, Kadaga would not be best candidate to choose now, the game would have been left for Oulanyah and Ssemujju and other credible persons who may appeal to all citizens and the future but unfortunately, we are not there yet.
I therefore candidly ask and request the Honourable Members of the 11th Parliament to *Vote* for Rebecca Alitwala Kadaga for Speakership of the 11th Parliament of Uganda. Let Kadaga and Museveni end their government together. She is reliable for this five years only.For my brother Jacob and my friend Ibrahim, the future is bright. I thank you All.
