The Special Service Force (SSU), a police unit accused of arbitrary killings, has been disbanded by Kenyan President William Ruto.

SSU, which was established more than 20 years ago, has been under the limelight due to murder and abduction incidents.

At a multifaith church service on Sunday at Kericho County’s Green Stadium, Ruto made the announcement.

The dissolution of the Special Service Unit, which was carrying out extrajudicial executions, was one of the steps taken to ensure Kenya’s security, the President noted.

Ruto informed the congregation that “security deteriorated and the police changed to killing Kenyans instead of defending them,” adding that “We have abolished the squad that was killing Kenyans arbitrarily.”

Directorate of Criminal Investigations was the unit’s parent organization (DCI).

We have a plan to secure this nation, according to Ruto, so that Kenyans slaughtered in extrajudicial killings and dumped in the Yala River and other waterways won’t bring dishonor to their country.

The president named Mr. Amin Ibrahim Mohamed to the position of Director of Criminal Investigations on Saturday (DCI).

Mr. Mohamed succeeds Mr. George Kinoti, who resigned last month as Director of the Internal Affairs Unit of the National Police Service.

The new DCI Director’s appointment is announced in Gazette No. 213 of October 14, 2022.

New Administration Team

Ruto appointed a number of people to the Executive Office of the President on Friday.

The new chief of staff and head of the public service is Mr. Felix Koskei, who was appointed by the president, and the State House Comptroller is Hon. Katoo Ole Metito.

The President’s Council of Economic Advisors will be led by economist Dr. David Ndii, former Treasury PS Dr. Kamau Thugge will serve as Senior Advisor and Head of Fiscal Affairs and Budget Policy, and Mr. Augustine Cheruyiot will serve as Senior Advisor and Head of the Economic Transformation Secretariat.

Both Dr. Nancy Laibuni, a policy analyst, and Mr. Mohamed Hassan, a former chairman of the National Bank of Kenya, are members of the President’s Council of Economic Advisors.

The Head of State named Mr. Hussein Mohamed, Mr. David Mugonyi, and Hon. Josphat Koli Nanok as heads of the Presidential Communication Service (State House Spokesperson).
