Richard Byarugaba, the managing director of the National Social Security Fund (NSSF), has been chosen to represent Africa on the International Social Security Association (ISSA) Bureau.
On October 28, 2022, during the World Social Security Forum in Marrakech, Morocco, the election was confirmed in the 34th ISSA General Assembly. Byarugaba was put forth by ISSA President Mohammed Azman bin Aziz Mohammed for election to the association’s electoral body, the ISSA Council.
The ISSA Bureau, which consists of the ISSA President, the Treasurer, the Secretary-General, and elected members representing the many geographical regions of the world, serves as the association’s administrative body.
The Bureau is responsible for developing the ISSA Strategy and action plans, overseeing the Association’s activities and budget, establishing program goals, keeping track of and evaluating accomplishments, and making decisions regarding membership applications. The organization is also in charge of approving financial rules.
“Representing Africa at the International Social Security Association is an exciting step. More significantly, it honors the enormous contribution that NSSF Uganda has made to the social security sector on a national and international scale, according to Byarugaba.
“Several innovations that the Fund pioneered have been copied by our colleagues in the area and abroad, particularly in technology, service delivery, and member empowerment. Byarugaba continued, “The Fund has also received recognition from ISSA through a number of prizes throughout the years.
The Fund has previously won the International Social Security Association (ISSA) Good Practice Award in the technology space for its E-collections, a Straight-Through contributions Process, Good Practice Award for its Financial Literacy, and ‘Friends with Benefits’ communications campaign initiatives.
The institutionalization of a performance management system in a social security body, the ISSA Good Practice Awards for mobile phone-based member self-service, the Annual Members Meeting member engagement initiative, another for “Enterprise-wide Risk Management,” as well as a certificate of merit for the “Strategic Management Framework,” are a few others.
Byarugaba will serve with representatives from Africa, Europe, the Americas, and Asia & the Pacific for a tenure of three years through 2025.
Through the NSSF Act, Cap. 222 (Laws of Uganda), the government has given the National Social Security Fund Uganda a multi-trillion dollar responsibility to offer social security services to workers in the private sector.
