Minister Amongi Hails International Labour Organization’s Strategy on Skills and Lifelong Learning
Geneva: Uganda's delegation to the 346th Session of the Governing Body of the International Labour Office, held at the International Labour Organization (ILO) headquarters in Geneva from October 31 to November 10, 2022, was led by Hon. Betty Amongi Ongom, the Minister of Gender, Labour, and Social Development.
Minister Amongi Hails International Labour Organization’s Strategy on Skills and Lifelong Learning
Geneva: Uganda’s delegation to the 346th Session of the Governing Body of the International Labour Office, held at the International Labour Organization (ILO) headquarters in Geneva from October 31 to November 10, 2022, was led by Hon. Betty Amongi Ongom, the Minister of Gender, Labour, and Social Development.
Speaking to the Governing Body on behalf of the African Group of ILO Member States, Amongi praised the “Strategy on skills and lifelong learning” as it placed a strong emphasis on skill development that fosters human growth, productive employment, and decent work for all.
Given the high rates of youth unemployment around the world, the Minister urged the ILO to devote more resources to discovering the skills that might help young people make the transition from school to the workforce.

While the strategy addresses the supply-side problem of making the labor force employable, Minister Amongi pointed out that efforts to promote skilling should be complemented by interventions on the demand side that create jobs and help ILO constituents increase their capacity to create job growth strategies.
Hon. Charles Okello Engola, Minister of State for Labour, Employment & Industrial Relations, Ambassador Marcel Tibaleka, Uganda’s Permanent Representative to the UN in Geneva, Mr. Peter Kimbowa, Board Chairman National Social Security Fund (NSSF), and Mr. Ronald Basiimwa, Second Secretary Uganda Permanent Mission to the UN Geneva were also part of the delegation from Uganda that accompanied Hon. Amongi.
