During the NRM party primaries for the Ruhama county in Ntungamo district, Rukutana was arrested for attempted murder after he grabbed a gun from his escort and tried to shoot at a civilian. He was briefly detained at Mbarara Central police station before he was transferred to Kitalya VIP section where he spent just a fortnight before obtaining bail. Sources privy to the cabinet appointments say Rukutana’s duel with the first lady, Janet Kataaha Museveni is the cause of his ejection from the system.
