Child abuse allegations have been leveled against a police chief.

Mr Martial Tumusiime, the Greater Bushenyi regional police spokesperson, has been accused of child neglect.

Mr Tumusiime is reported to have taken advantage of a suspect who was arrested for child theft in Kizinda Police Station in 2019.

The accused officer admits to having an affair with Ms Katusiime and claims that they worked out childcare arrangements, but the lady is spreading the word to “taint my name.”

Ms Phoebe Katusiime, a resident of Rubirizi District, has been camped at the Bushenyi Resident District Commissioner’s office with her infant since last week, seeking justice.

Ms Katusiime was allegedly arrested at the Kampala International University Hospital, but Mr Tumusiime promised to use his status to arrange a bond for her if she consented to sleep with him.

“He took me to his house and promised me that everything would be fine. I stayed there for the night.” When night fell, I didn’t have much of a choice. We had unprotected intercourse, and I got pregnant as a result.

He offered me money for transportation in the morning, but it couldn’t get me home. “I went from Kyambura to Katerera when the money ran out,” Katusiime explained, her eyes welling up with tears.

Ms Katusiime claims that after informing Mr Tumusiime of her pregnancy, he arranged for her to be taken to his residence in Kitagata, Sheema District, to serve as a housemaid. Ms Katusiime later stated that she resigned from her position.

“I discovered that working with his wife would be extremely difficult for me, despite the fact that the family head had impregnated me.” “I never wanted to jeopardize their relationship,” she says.

Katusiime went on to have a baby boy. She further claims that Mr Tumusiime cut off connection with her, particularly during the Covid-19 shutdown, and that the two met when she went to Bushenyi for help.

She goes on to say that Mr Tumusiime and his colleagues assured her of their support, but it was in vain.

Ms Katusiime reported the incident to the Bushenyi Resident District Commissioner in December 2021.

Despite contacting Mr Tumusiime about the situation, the RDC, Ms Jane Asiimwe Muhindo, stated he did not honor his commitment.

They would then seek the help of the district police commander, who would then turn to AIGP Asan Kasingye, the police political commissar.

“I went ahead and suggested three months ago that he at least provide 50,000 per month to aid the small guy.

He threatened to hang himself during the talk, which is clear. Since then, he has not provided the assistance that I recommended, despite the fact that it was insufficient to care for the child,” Ms Asiimwe said.

Ms Katusiime reported a case of child neglect to the Bushenyi Police Station last week.

When approached by Daily Monitor, Mr Tumusiime admitted to having an affair with Katusiime, with whom he pledged to care for the infant boy.

“However, the woman demanded more than we had agreed to.” I’m not denying anything. She has never visited this office before. We even went to the regional police commander’s office and sat down, after which the subject was referred to the probation office,” he stated.

“We also agreed that I would give Shs50,000 every month, which I pledged to do.” I believe she returned after devouring all I sent.”

Mr Tumusiime claims Ms Katusiime is slandering his name on purpose. Mr John Sserunjogi, the Bushenyi District police chief, said the matter was being handled administratively.
