All hospital construction is taken over by the UPDF.

Starting in the 2021/ 2022 fiscal year, the president mandated that all new government school and hospital projects be handled by the UPDF Engineering Brigade.

Following President Museveni’s command, the UPDF has taken over all building work for health facilities across the country.

Permanent Secretary at the Ministry of Health, Dr.Diana Atwiine, has written to Chief Administrative Officers and Town Clerks for all districts, municipalities, and town councils to alert them of the instruction, which she says should be implemented immediately, in a letter dated September 29, 2021.

“The goal of this letter is to introduce you to the UPDF Engineering Brigade, which will be responsible for the construction of all health facilities beginning in the fiscal year 2021/22. I request that you manage the handover of all construction sites to the UPDF Engineering Brigade, represented by NEC, in order to prepare for the start of building,” adds Dr.Atwiine.

The Permanent Secretary of the Health Ministry, on the other hand, advises town clerks and CAOs that they will continue to be in charge of direct works supervision and contract administration.

Background

The president stated in his July 1 directive that the UPDF Engineering Brigade has been able to establish capability to undertake a variety of tasks ranging from simple to high-level to advanced building projects throughout time.

He emphasized that the action will help minimize the delays that contractors have caused on government projects in the past.

“I’ve noticed with concern that many government initiatives in other industries are frequently delayed due to lengthy procurement processes and, in some circumstances, corruption by unscrupulous government employees. “I am confident that by utilizing the army construction brigade to carry out these works, we will be able to avoid all of these delays in delivering government construction projects,” Museveni stated.

The UPDF Engineering Brigade worked on the Namugongo martyrs shrine, Mbuya military referral hospital, Kololo independence grounds, and housing units in various army camps across the country.

The brigade also built the UPDF Mubende hospital, which offers artificial limbs to troops who lose limbs in the line of duty, as well as the new shs7.9 billion state-of-the-art facilities at the National Institute of Leadership (NALI) in Kyankwanzi district.

The building of the Kiira Motors Corporation automobile facility in Jinja is being handled by the National Enterprises Corporation.

The Uganda Investment Authority has awarded NEC a contract to build 25 industrial parks around the country.
