11th Parliament Speaker Elections postponed to 24th May at Kololo Airstrip

After the 10th parliament, their counterparts in the forthcoming parliament will convene in their first sitting set for May 24 according to a communication by the Principal Private Secretary to the president, Dr.Kenneth Omona.

Under normal circumstances, the ruling NRM with its numerical strength in the new parliament should be able to dictate and frame the current debate about who should steer the 11th parliament.

NRM has 400 out of the 529 newly elected MPs. But the infighting and intrigue within the ruling party, which continues to spill into public view, is creating a narrow opening that would ordinarily be totally closed for outsiders like Ssemujju Ibrahim Nganda to challenge Rebecca Alitwala Kadaga, who has been in the speaker’s chambers for at least 20 years – 10 years as deputy speaker and 10 years as speaker.

The date for the election of the Speaker of the 11th parliament and the deputy has been postponed to May 24, 2021 at Kololo independence grounds.

After the 10th parliament, their counterparts in the forthcoming parliament will convene in their first sitting set for May 24 according to a communication by the Principal Private Secretary to the president, Dr.Kenneth Omona.

“This is to inform you that the president has signed the proclamation for the first sitting of the 11th parliament of the Republic of Uganda to be held at Kololo ceremonial grounds on May 24, 2021, at 10am,” Omona’s communication to the Speaker of Parliament, Rebecca Kadaga but also copied to the Prime Minister and Clerk to Parliament reads in part.

Speaker election

Since May,24 will be the first sitting of the 11th parliament it is on the same day that the new speaker and the deputy will be elected.

President Museveni is expected to attend the first seating of the 11 parliament.

Whereas Forum for Democratic Change’s Ibrahim Ssemujju Nganda has also shown interest, the battle for the next speaker is widely seen as being between the incumbent, Rebecca Kadaga and her deputy Jacob Oulanyah, both from the ruling NRM party.

Kadaga, who has been speaker for 10 years, faces stiff competition for the position from Oulanyah who has been deputy for 10 years.

The race for deputy speaker has also attracted a multitude of candidates including Bukedea Woman MP Annet Anita Among, State Minister for Finance, David Bahati and Robinah Rwakoojo, Gomba West MP.

Others are Thomas Tayebwa, Muhammad Nsereko and Jacob Oboth-Oboth.
